Description A site plan review involves a detailed analysis of a proposed development project to ensure it meets specific standards in the City's zoning regulations.
 
Depending on the size and scope of the proposed project, the petitioner’s application submittal may consist of a few drawings or a complete plan set with architectural drawings, engineered plans, landscaping plans, and outdoor lighting schematics.
 
Aside from zoning review, the petitioner’s application may also be reviewed by other departments, such as engineering, utilities, public works, fire, and police, to ensure their concerns, if any, are addressed during the review process.

Decisionmaker Plan Commission makes the final decision

Appeals The Plan Commission's decision can be appealed to the Common Council within 30 calendar days of the date of the decision.

Amendments An approved site plan can be revised. The Zoning Administrator is authorized to review and act on minor amendments. A proposed change that is not minor in the judgement of the Zoning Administrator must be reviewed by the Plan Commission following the review procedure in effect at the time of submittal.
 
Application Fee
  • <10,000 Square Feet of Construction - $500, plus $15 for processing fee, plus $5 for technology fee.
  • 10,000 to 50,000 Square Feet of Construction - $700, plus $15 for processing fee, plus $5 for technology fee.
  • 50,000 and more Square Feet of Commercial Construction - $1,000, plus $15 for processing fee, plus $5 for technology fee.
  • 50,000 and more Square Feet of Industrial - $1,000, plus $15 for processing fee, plus $5 for technology fee.
  • Minor - No Additional Square Feet - $300, plus $15 for processing fee, plus $5 for technology fee.

The Plan Commission is a 7-member body established by the Common Council to review certain development projects and act on other matters. Depending on the type of the development proposal, the commission may be advisory to the Common Council or have the authority to make the final decision.
